About ROARING FORK COMMUNITY DEVELOPMENT CORPORATION
Roaring Fork Community Development Corporation (RFCDC) is a community development nonprofit focused on preserving manufactured/mobile home parks and securing long-term affordable housing across the Roaring Fork and Colorado River valleys. The organization acquires at-risk parks, upgrades infrastructure, and supports resident-led transitions to cooperative, resident-owned communities.
In recent years RFCDC has acted as an interim owner and developer to stabilize parks while residents form cooperatives and secure financing. Notable recent activity includes RFCDC’s purchase of Three Mile Mobile Home Park (acquired in 2023) and a multi-phase infrastructure and resident-ownership effort that advanced through 2024–2025 (permits, grants, and construction milestones).

Acquisition of Three Mile Mobile Home Park (2023)
Purchased the 20-lot Three Mile Mobile Home Park in Glenwood Springs in 2023 to prevent displacement and to create a sequenced path to resident ownership.
Advanced major infrastructure funding & approvals (2024–2025)
Secured multiple grant awards and regulatory approvals to fund flood mitigation, bridge replacement and water/sewer upgrades at Three Mile — including a state housing grant and floodplain permit steps that moved the project into construction.
Pan & Fork site stewardship and transfer
Led the nonprofit stewardship and disposition process for the Pan & Fork mobile home property that enabled public riverfront restoration and transfer of portions of the site into public/recreational use.
