About Housing Action Council Inc

Housing Action Council (HAC) is a regional 501(c)(3) nonprofit, incorporated in 1974, that provides education, advocacy, technical assistance, and development support to expand affordable housing in the lower Hudson Valley. The organization works with municipalities, community groups, developers and funders to design, finance, and implement affordable housing projects and land‑use reforms.

HAC runs and co-sponsors training and convening programs—most notably the Land Use Leadership Alliance (LULA) training and the Hudson Valley Housing Summit—providing policy education, community engagement, and capacity building for local officials and advocates. The organization also operates a housing development center that offers research, feasibility analysis, and sponsorship/technical assistance for nonprofit and small-scale developers.

In recent years HAC has continued active regional partnerships (including a formal association with Pace University’s Land Use Law Center announced December 8, 2022), participated in municipal housing needs assessments and planning efforts, and sustained a pipeline of pre-development and advisory work that supports new affordable housing production and local policy change.

Helped make possible the development of over 4,000 affordable housing units in the lower Hudson Valley through advisory, sponsorship and technical assistance since its founding.

Land Use Leadership Alliance (LULA)

Co-sponsored and delivered the award‑winning Land Use Leadership Alliance training program that has trained thousands of municipal and civic leaders in practical land‑use, fair‑housing and affordable housing development strategies.

Institutional and municipal capacity building

Served as a long‑time technical assistance and program partner to counties and municipalities (including management of targeted municipal housing initiatives in the past), supporting housing needs assessments, zoning and policy reforms, and community engagement for new projects.
