About WHOLE CHILD INTERNATIONAL
Whole Child International is a U.S.-based 501(c)(3) nonprofit headquartered in the Los Angeles area that develops and implements relationship-centered care programs, measurement tools, and policy-level training to improve developmental, social-emotional, and protection outcomes for children in limited-resource settings. The organization partners with governments, universities, and local implementers to scale sustainable, system-wide improvements (notably in El Salvador) through a combination of caregiver training, mentoring, infrastructure support where needed, and national-level policy and workforce development. In recent years Whole Child reported large country-level programming supported by institutional donors and has adapted programming in response to significant funding and operational changes while continuing targeted training and capacity-building work.

WCI‑QCUALS measurement tool
Developed the Whole Child International Quality Childcare Universal Assessment for Limited-Resource Settings (WCI‑QCUALS), a cross-cutting center-level measurement tool used for baseline assessments and monitoring of care quality across early-childhood and residential settings.
Nationwide systems implementation
Designed and scaled a systems‑level program in El Salvador — including a USAID-funded Quality of Care and Protection project — that reached thousands of children and supported improvements across early-childhood centers and residential care settings.
Policy and professional training at scale
Delivered university‑level courses and intensive professional development for policymakers, technical staff, and government caseworkers (including multi‑minister participation), combined with 1–2 years of mentoring to institutionalize relationship‑centered care practices.
