About CASTRO UPPER MARKET COMMUNITY BENEFIT DISTRICT INC
Castro/Upper Market Community Benefit District (Castro CBD) is a 501(c)(3) nonprofit formed in 2005 to provide supplemental public-realm services in the Castro and Upper Market corridors of San Francisco. The district is funded primarily through a property-owner assessment and contracts with the City and focuses on daily sidewalk cleaning, graffiti abatement, limited landscaping, safety and public-realm improvements, and district marketing. In a renewal vote on July 14, 2020 property owners approved a renewal and expansion of the district through December 31, 2035, increasing assessments by roughly 53% and extending services and geographic boundaries. In recent fiscal years the organization has operated at roughly $1.4–1.5M in annual revenue (FY ending June 30, 2024 reported revenue approximately $1.48M) and continued to fund regular cleaning operations, public-art projects, lighting upgrades, and neighborhood events.

Renewal & Expansion (2020)
Property owners approved renewal and boundary expansion on July 14, 2020, extending the district through December 31, 2035 and increasing the assessment revenue base by ~53%, which secured multi-year funding for services and capital projects.
Daily Clean Streets Program
Operates a sustained cleaning program covering the Castro/Upper Market footprint (including power washing and graffiti abatement) funded largely through the parcel assessment; recent budgets show program services represent the majority of annual expenditures.
Public-realm improvements
Funded visible neighborhood improvements including rainbow-striped crosswalks, LED uplighting of Market Street palm trees, and public-art/mural projects that reinforce the Castro’s cultural identity.
