WRAP exists to expose and eliminate the root causes of civil and human rights abuses experienced by people living in poverty and homelessness, advancing housing justice through organizing, legal advocacy, research, and public education.
About WESTERN REGIONAL ADVOCACY PROJECT
The Western Regional Advocacy Project (WRAP) is a San Francisco–based 501(c)(3) advocacy organization that organizes people with lived experience of homelessness and allied community groups across the U.S. West to fight criminalization, displacement, and other systemic drivers of homelessness. WRAP runs regional campaigns (including House Keys Not Sweeps / Stop the Sweeps), produces organizing toolkits and legal resources, and engages in strategic legal advocacy to defend the civil and human rights of unhoused people. Founded in the mid-2000s and operating with a visible online presence and active donation channels, WRAP coordinates local and regional actions, publishes research and “Know Your Rights” materials, and partners with law clinics and allied organizations on litigation and policy efforts.
Notable achievements
U.S. Supreme Court amicus filing (2024)
Filed an amici curiae brief in Supreme Court docket No. 23-175 (City of Grants Pass v. Johnson) in April 2024, advancing legal arguments against criminalization and forced displacement of unhoused people.
Regional Stop the Sweeps / House Keys campaign
Led and coordinated the multi-city Stop the Sweeps / House Keys Not Sweeps campaign across Western cities, producing Know Your Rights pamphlets for multiple communities and organizing cross-jurisdictional actions to resist encampment clearances.
Published organizing and research toolkits
Produced widely used resources — including the WRAP Organizers Manual, street outreach guides, and research reports on housing policy — that have supported local organizers, legal clinics, and advocacy groups in direct organizing and policy campaigns.
