About TWIN CITIES HOUSING DEVELOPMENT CORPORATION

Twin Cities Housing Development Corporation (TCHDC) is a nonprofit affordable housing developer founded in 1984 and based in Saint Paul, Minnesota. The organization develops, acquires, and preserves affordable rental housing across the Twin Cities metro and surrounding communities, partnering with public agencies, lenders, and community organizations to maintain long-term affordability. In recent years TCHDC has continued to pursue Low-Income Housing Tax Credit (LIHTC) projects and preservation acquisitions while strengthening partnerships with local housing authorities and funders. The organization completed a planned leadership transition in 2025, appointing Amanda Novak as Executive Director following the long tenure and retirement of its previous executive director, and continues active property stewardship and rehabilitation work to keep units affordable.

Since its founding in 1984, TCHDC has developed or preserved roughly 2,900–3,000 affordable homes across Minnesota, spanning family townhomes, senior apartments, and urban rental developments.

TCHDC has completed more than 30 developments using Low-Income Housing Tax Credits, leveraging public and private financing to preserve affordability and extend the useful life of older rental properties.
