About HEADWATERS FOUNDATION FOR JUSTICE

Headwaters Foundation for Justice is a Minnesota-based public charity (tax-exempt since the mid-1980s) that invests in grassroots organizing and community-led strategies across Minnesota and neighboring communities. The foundation centers BIPOC-led and community-rooted organizations, using flexible grantmaking, donor-advised giving channels, and capacity-building initiatives to support long-term movement infrastructure. In recent years Headwaters has expanded multi-year and emergency grant programs — including a Justice & Liberation Fund, Rapid Response grantmaking, and The Giving Project — to direct operating support and organizational development resources to groups that are often underfunded by mainstream philanthropy. The foundation operates with a stated emphasis on community decision-making, participatory grant processes, and catalytic funding that meets organizers’ timing and flexibility needs.

Notable achievements

Launched Justice & Liberation Fund

Established a multi-million dollar fund to invest in Black-led networks and other BIPOC-led organizing, directing significant multi-year unrestricted support to build political power and infrastructure.

Expanded Rapid Response Grantmaking

Operates a Rapid Response program that provides timely, flexible grants to grassroots groups during moments of crisis or opportunity, enabling organizations to act quickly on emergent needs.

Scaled Community-led Giving Project

Supported community cohorts and donor-led grantmaking since 2015 that raise funds and place decision-making power with community members, increasing philanthropic resources routed to BIPOC-led organizations.
