About GULF REGION ADVOCACY CENTER

Gulf Region Advocacy Center (GRACE), founded in 2002 in Houston, TX, is a nonprofit legal office focused on capital defense for indigent clients. It provides direct representation, mitigation services, case-specific consulting, and training to capital defenders and mitigation specialists. GRACE has authored statewide practice materials, operated targeted pretrial and retrial/resentencing projects, and delivered mitigation training and consulting nationally. The organization remains active in courtroom representation and in training/consulting work, with its director and staff participating in qualified-death-penalty counsel lists and regional training programs in recent years.

Author of the Texas Capital Trial Manual ("Losch Manual")

GRACE authored and distributed the Texas Capital Trial Manual used statewide by capital defenders and circulated by the Texas Criminal Defense Lawyers Association.

Major results for foreign-national defendants

GRACE represented the government of Mexico in dozens of capital cases, securing life-saving pleas or removing death as a sentencing option in the vast majority of those matters (records indicate results in the range of 70+ cases handled with life or death-off-the-table outcomes).

Mitigation, evaluation and training impact

GRACE facilitated neuropsychological evaluations used in litigation concerning juveniles on Texas death row, has provided mitigation services in dozens of capital cases (court-appointed mitigation in 50+ cases), and runs intensive mitigation skills bootcamps and trainings for defenders and mitigation specialists.
