About LIBERTY FUND INC (The Liberty Fund)

LIBERTY FUND INC, publicly known as The Liberty Fund, is a New York City–based 501(c)(3) charitable bail fund established in 2016 to reduce pretrial detention for low-level charges by providing bail and related case management. The organization was created in partnership with the New York City Council, the Mayor’s Office of Criminal Justice, and The Doe Fund and operates citywide with a focus on clients with bail amounts at or below $2,000.

The Liberty Fund combines charitable bail assistance with voluntary, person-centered case management and connections to housing and workforce services to preserve the presumption of innocence and reduce the collateral harms of pretrial detention. In recent years the organization has pivoted to emphasize a Release-on-Recognizance (ROR) case management model while continuing to operate its bail fund and engage with city partners to address systemic pretrial detention issues.

Notable achievements

Established NYC’s citywide charitable bail fund

Founded in 2016 as New York City’s first citywide charitable bail fund, the organization built partnerships with the NYC Council and the Mayor’s Office of Criminal Justice to provide coordinated pretrial support across the city.

ROR Case Management program implementation

Pivoted programmatically to implement a Release-on-Recognizance (ROR) Case Management Program, expanding services beyond posting bail to include ongoing court support, case navigation, and referrals to housing and workforce services.
