About EMMA NORTON SERVICES
Emma Norton Services is a trauma-informed nonprofit in Saint Paul, Minnesota that provides supportive housing, case management, and recovery-centered services for women, individuals, and single-parent families experiencing homelessness and related disabilities. The organization operates multiple housing programs (including scattered-site supportive housing, Emma’s Place family housing, and the Restoring Waters program) and complementary supportive services focused on stability, well-being, and long-term housing retention.

Served 355 individuals in 2025 across housing and supportive programs, with a majority of participants identifying as persons of color and the population primarily very low income.
High housing stability outcomes
Program outcomes demonstrate strong housing stability: Restoring Waters clients show very high 12‑month retention or exit to safe housing, Emma’s Place reported families exiting to permanent affordable housing at program exit, and the Scattered‑Site program reports a high rate of tenants completing initial lease periods.
