About ASSOCIATION OF RESIDENTIAL RESOURCES IN MINNESOTA

The Association of Residential Resources in Minnesota (ARRM) is a statewide trade association and membership organization representing provider organizations, businesses, and advocates that deliver home- and community-based services to people with disabilities. ARRM organizes policy advocacy, research, education, training, and large-scale grassroots engagement on behalf of its members and the people they support. In the last several years ARRM has expanded its research and policy work (including an annual industry survey), increased member education and convenings, and led high-profile advocacy campaigns at the Minnesota State Capitol. The association reports active membership of roughly 150–200 provider organizations and is a state affiliate of the national provider network ANCOR.

Notable achievements

2024 Legislative Wins

ARRM’s advocacy contributed to policy and statutory changes enacted in the 2024 legislative session, including a statewide exemption preventing cities from imposing certain rental-licensing requirements on small community residential and assisted living homes, updates to 245D staff/management qualifications, and a statutory timeline for lead-agency decisions on assistive-technology requests. Several provisions took effect in 2024 and included time-limited licensing and funding provisions to stabilize provider capacity.

Industry Research & Data-Driven Advocacy

ARRM’s annual industry survey and research products have produced widely used data on workforce vacancy rates, turnover, service closures and fiscal pressures; those findings have been incorporated into legislative testimony, briefings with state agencies, and public messaging used to secure policy and funding attention for the disability services sector.

Large-Scale Grassroots Engagement & Professional Education

ARRM organizes Minnesota’s Disability Services Day at the Capitol (annual rallies/legislative meetings) and robust conference programming and training for providers; these events consistently draw hundreds of participants, increase grassroots meetings with legislators, and expand member access to regulatory and fiscal guidance.
