The Highland District Council’s mission is to foster opportunities for the people that live, learn, work and play in Highland Park to engage and connect with neighbors, businesses and local government and to help build a more vibrant, welcoming, and safe neighborhood.

About Highland District Council

Highland District Council (HDC) is the City of Saint Paul–recognized district council for Highland Park (District 15). HDC is a volunteer-driven 501(c)(3) neighborhood organization that convenes residents, businesses, and community partners to deliver events, community engagement, planning input, and small-scale neighborhood development supports.

HDC operates an active program of public meetings, committees, grant administration, neighborhood events (for example Highland Fest, Taste of Highland, Jazz/Stage events and community cleanups), and development review work. In recent years the council has administered city commercial-corridor grant funds, updated its Equity Plan, and maintained regular board and committee meetings and public recordings, demonstrating ongoing, operating, donor-facing activity.

Notable achievements

Commercial Corridor Grants (2025–26)

Served as administrator for the City of Saint Paul Commercial Corridor Organization Assistance Program in Highland Park, awarding and managing grants for business improvements including awnings, murals, window displays, streetscape elements, signage, and other corridor beautification projects during the 2025–26 grant round.

Sustained Community Programming & Events

Maintained an ongoing calendar of community-building events and services (Highland Fest, Taste of Highland, Music/Movies in the Park, Home Improvement outreach and volunteer recognition) that consistently engage residents and local businesses, supporting neighborhood cohesion and civic participation.

Governance and Equity Planning

Adopted and revised a formal Equity Plan (original 2020; revisions in 2023 and 2025) and sustained regular publicly posted agendas, minutes, and recorded meetings, strengthening transparent governance and community access to council decision-making.
