About Association for Nonsmokers-Minnesota

The Association for Nonsmokers-Minnesota (ANSR) is a Saint Paul–based nonprofit focused on reducing the harms of commercial tobacco, nicotine and other drug use across Minnesota. EIN 41-1410442 has been confirmed through public nonprofit filings and registry records.

ANSR works through policy advocacy, community education, technical assistance and retailer compliance efforts. In the last three years ANSR led pre/post retail compliance assessments in Minneapolis (2024–2026), supported local flavored tobacco restrictions (including Plymouth in April 2026), and published survey results measuring the impact of city-level ordinance changes.

ANSR provides training and technical assistance to local coalitions, health partners and funders and continues to advance smoke-free housing, youth prevention, tobacco price and flavor policies statewide.

Notable achievements

Historic statewide clean indoor air leadership

Played a lead role in passing Minnesota’s first comprehensive clean indoor air law (1975) and sustained leadership on major statewide tobacco policy wins including the Freedom to Breathe Act (2007) and subsequent state tobacco tax changes.

Local flavored tobacco policy wins

Supported passage of flavored tobacco sales restrictions in multiple Minnesota cities, including Plymouth (April 2026), helping reduce youth access to flavored products.

Retailer compliance assessments

Conducted pre- and post-ordinance store assessments in Minneapolis (2024–2026) with partner organizations that demonstrated increased compliance with minimum pricing and discounting rules.
