About MINNESOTA CHAMBER FOUNDATION

The Minnesota Chamber Foundation is the research and innovation arm of the Minnesota Chamber of Commerce, organized as a 501(c)(3) public foundation to conduct independent, business‑focused research and workforce programs that inform policy and practice across the state. The Foundation produces data‑driven reports, practical tools, and employer supports—with major programs in economic research, workforce leadership, and workforce inclusion (including the Workforce Inclusion Playbook and Inclusive Leaders Alliance). Notable achievements

2024 Environmental Permitting Report

Published a comprehensive February 2024 report, 'Streamlining Minnesota’s Environmental Permitting Process,' (with Barr Engineering, Policy Navigation Group and Squire Patton Boggs) that benchmarked permitting timelines, offered 30+ recommendations and catalyzed ongoing policy work and follow‑up updates in 2025 and 2026.

Policy impact leading to reform

Foundation research and coalition building helped drive bipartisan permitting reform efforts at the Legislature and informed executive action, culminating in a governor’s executive order to improve permitting processes on February 13, 2026.

Workforce inclusion tools and programs

Developed and rolled out practitioner resources including the Workforce Inclusion Playbook, an online resource center, Inclusive Leaders Alliance and workforce inclusion assessments to help Minnesota employers recruit, retain and advance diverse talent.
