About HMONG AMERICAN PARTNERSHIP
Hmong American Partnership (HAP) is a Saint Paul–based nonprofit founded to serve Hmong immigrants and refugees and has grown into one of the largest Hmong-serving organizations in the United States. HAP describes its work as catalyzing economic well-being through education, community support, and entrepreneurship while uplifting Hmong and Southeast Asian American communities.
HAP provides an integrated set of programs including workforce training (HAP Academy OIC), youth and educational services, economic and small-business supports, housing and community development through its subsidiary Hmong National Development (HND), and culturally tailored navigation and mental-health supports. In recent years HAP has expanded digital equity, workforce credentialing, and small-business assistance initiatives aimed at increasing economic mobility for immigrants and refugees in the Twin Cities region.
Notable achievements
Bush Prize (Community Innovation) Award
Recognized as a 2019 Bush Prize winner and awarded a large flexible grant to scale community-driven solutions; the award acknowledged HAP’s community problem-solving across workforce, health, and housing initiatives.
NTIA Digital Equity Competitive Grant
In 2025 HAP and its subsidiary Hmong National Development were awarded a multi-million-dollar federal digital equity grant to establish the Hmong Digital Leaders Program (HDLP), creating permanent digital hubs and digital-literacy pathways for Hmong and Southeast Asian communities.
Workforce Training Scale-up (HAP Academy OIC)
HAP’s workforce arm (HAP Academy OIC) delivers industry-recognized training (healthcare, CDL, manufacturing, IT) and in recent reporting years served several hundred participants annually, producing measurable job placements and credential attainment that support family-sustaining employment.
