About Fresh Energy
Fresh Energy is a Minnesota-based nonprofit policy and advocacy organization founded in 1990 (incorporated 1992) that advances clean-energy policy, equitable energy access, and a low‑carbon economy across the state and the Upper Midwest. The organization combines policy research, coalition-building, public affairs, and community development to influence legislation, regulatory proceedings, and federal/state investment programs. Fresh Energy also operates the editorially independent Energy News Network to inform public conversation about the energy transition.
Notable achievements
100% Clean Electricity Law (2023)
Fresh Energy played a leading advocacy role in the multi‑year 100% campaign that helped secure Minnesota’s landmark 100% clean electricity law enacted in 2023, committing utilities to provide carbon‑free electricity by 2040.
Stronger Residential Energy Codes
Advocacy by Fresh Energy contributed to passage of accelerated residential energy code updates that set a target of a 70% reduction in residential building energy use by 2038 (relative to 2006 baseline).
Launched Clean Heat Minnesota & Building-Decarbonization Study (2023–2024)
Fresh Energy co‑founded the Clean Heat Minnesota coalition and helped lead a 2024 coalition study outlining feasible, cost‑effective, and equitable pathways to decarbonize Minnesota buildings.
