About NEIGHBORHOOD DEVELOPMENT CENTER INC

Neighborhood Development Center (NDC) is a Saint Paul–based nonprofit and certified Community Development Financial Institution (CDFI) that supports low-income, neighborhood-based entrepreneurs through business training, technical assistance, lending, and affordable commercial real estate and incubator services. NDC’s model emphasizes community-rooted ownership: training participants to build viable business plans, providing working capital and capital access, and helping entrepreneurs secure and operate local storefronts and commercial space. In recent years NDC has scaled both its lending and programmatic work across the Twin Cities, administering state-funded grant programs, launching targeted loan products (including a Clean Energy Loan program), and expanding real estate and incubator projects designed to create wealth and jobs in historically disinvested neighborhoods. The organization reports thousands of entrepreneurs trained and significant coaching hours and job creation outcomes from its programming.

Built a long-running training and coaching program that has trained thousands of entrepreneurs, delivered tens of thousands of hours of coaching, supported hundreds of businesses to launch or expand, and helped create thousands of local jobs.

Administrator of the Minnesota PROMISE Act (Twin Cities)

Selected to administer the Twin Cities portion of the Minnesota PROMISE Act grants, disbursing flexible small-business grant funding to entrepreneurs in historically disinvested communities (over $72 million allocated through the program in the 2024–2025 rollout).

Clean Energy Loan Program Launch

Launched a dedicated Clean Energy Loan product that pairs financing with technical assistance to help small businesses make energy-efficiency and electrification upgrades; initial capital partnerships include philanthropic and CDFI-aligned funds to seed lending.
