About SAINT PAUL FESTIVAL AND HERITAGE FOUNDATION

The Saint Paul Festival and Heritage Foundation (SPFHF) is a 501(c)(3) nonprofit that produces the Saint Paul Winter Carnival, a long-running public festival celebrating the city’s history, culture and winter traditions. The organization programs a multi-day, family-focused slate of parades, ice and snow sculptures, competitions and community events across Saint Paul. SPFHF operates as a donor- and sponsor-supported membership organization; its primary revenue streams include program service income, corporate sponsorships, charitable gaming, memberships and contributions. In recent years the foundation has continued in-person programming and large-scale festival operations, including planning and promotion for milestone anniversary seasons (including the 140th Winter Carnival in 2026) and leadership transitions in 2026.
