About HISPANIC ADVOCACY AND COMMUNITY EMPOWERMENT THROUGH RESEARCH
Hispanic Advocacy and Community Empowerment Through Research (HACER) is a Latino-led, advocacy-driven, community research organization based in Saint Paul, Minnesota. Founded in 1988, HACER conducts community-based participatory research, program evaluation, and policy advocacy to amplify Latino voices and inform institutional decision-making across health, education, arts, economic development, and civic engagement. HACER partners with state agencies, foundations, academic institutions, and local community organizations to produce culturally and linguistically appropriate research products, engage community members through focus groups and outreach, and translate findings into policy recommendations and community action. In recent years HACER has published multiple statewide reports and led projects that directly supported program design, outreach strategies, and funding decisions affecting Latino communities across Minnesota.
Notable achievements
Longstanding Latino-led research center
Established in 1988, HACER is the Upper Midwest’s only Latino-led, advocacy-driven research organization and has sustained multi-decade work producing community-centered research and evaluations that inform state and local policy.
Major funded cultural project
Awarded a significant Minnesota Arts & Cultural Heritage grant to support the 'Creando Nuestro Futuro' mural and arts initiative, demonstrating HACER’s capacity to lead culturally grounded arts and healing projects for Latino youth and communities.
Recent statewide research & applied reports
Published a series of applied reports (including Latino Access to the Arts in Minnesota, Empowering Latina Entrepreneurs, public-health and youth-focused studies in 2024–2026) and completed evaluations and needs assessments for government and nonprofit partners to shape programming and policy.
