About WEST HENNEPIN AFFORDABLE HOUSING LAND TR

West Hennepin Affordable Housing Land Trust (WHAHLT), doing business as Homes Within Reach, is a community land trust based in Minnetonka, Minnesota that acquires, rehabilitates, and places single-family homes and other owner-occupied properties into a 99-year ground lease to preserve long-term affordability for low- and moderate-income working households. The organization partners with cities, housing authorities and funders (HOME/CDBG and local affordable housing trust funds) to acquire scattered-site properties across suburban Hennepin County and sells the improvements to income-qualified buyers while retaining ownership of the land to ensure perpetual affordability. WHAHLT operates as a Community Housing Development Organization (CHDO) and has grown its portfolio and municipal partnerships in recent years to expand affordable homeownership opportunities across multiple suburban communities in Hennepin County.

Portfolio scale and households served

Expanded the Homes Within Reach portfolio substantially in recent years; by the end of 2025 the trust had placed over two hundred properties into the land trust and assisted several hundred low- and moderate-income households to become homeowners through its shared-equity model.

Secured multi-jurisdictional public financing

Secured and administered multi-year municipal funding and credit facilities to support acquisitions and rehabilitation (including multi-hundred-thousand dollar local allocations and multi-million-dollar shared lines of credit with municipal HRAs), enabling accelerated purchases and preservation of affordability across suburban Hennepin County.

CHDO designation and HOME/CDBG awards

Designated and funded as a Community Housing Development Organization (CHDO) in Hennepin County and awarded HOME/CDBG and other local grants to acquire, rehabilitate and place homes into the land trust, supporting the creation of targeted homeownership opportunities for households at or below established AMI limits.
