About COMMUNITY EMPOWERMENT RESOURCES
Community Empowerment Resources (CER) is a Honolulu-based 501(c)(3) nonprofit that provides community-based behavioral health and recovery services across Oʻahu. The agency operates programs including case management, crisis stabilization (a 24/7 facility in Kāneʻohe), an intensive outpatient program (IOP), psychiatric care, primary care linkages, and child & adolescent services. CER has operated as a state-contracted behavioral health provider since the late 2000s and maintains publicly filed Form 990s and other state contract relationships. In recent years CER has continued to deliver crisis stabilization and recovery-oriented services, expanded telehealth access for outpatient treatment, and participated in pandemic-response care coordination contracts with state partners.
Notable achievements
Long-term State Contracting
Awarded and maintained Chapter 103F contracts with the State of Hawaiʻi for community-based case management and recovery services, positioning CER as a regular provider to the state behavioral health system.
Crisis Stabilization Facility (Ekolu SICM)
Operates a 24/7 crisis stabilization program in Kāneʻohe that delivers intensive wraparound supports—medical/psychiatric linkage, medication management, housing and benefits navigation, and post-discharge case management.
Expanded Outpatient and Integrated Care
Expanded outpatient services in recent years including an Intensive Outpatient Program with telehealth options and integrated primary care referrals to support clients with co-occurring mental health and substance use conditions.
