Lower Polk Community Benefit District

The Lower Polk Community Benefit District (LPCBD) is a property-assessment funded nonprofit that delivers cleaning, safety, beautification, outreach, and economic-development services in San Francisco’s Lower Polk commercial corridor. The organization operates as the district’s nonprofit management corporation and partners with city agencies, neighborhood stakeholders, merchants, and service providers to implement its management plan. LPCBD runs on a structured assessment budget that prioritizes cleaning, safety, and maintenance while also funding district identity, marketing, and events. Core programs include Cleaning and Maintenance crews, Community and Cleaning Ambassadors who perform outreach and pedestrian/merchant assistance, the Lower Polk Tenant‑Landlord Clinic to help prevent homelessness, and regular neighborhood activations such as the SF First Thursday Art Walk and Fern Alley public-space events. In the past 2–3 years LPCBD has maintained assessment revenues above $1M annually, continued ambassador deployment in coordination with City programs, and supported public‑space improvements and recurring community events to increase foot traffic, support small businesses, and improve street-level conditions in the district.
