About CHILD POVERTY ACTION LAB

The Child Poverty Action Lab (CPAL) is a Dallas-based 501(c)(3) organization that uses research, data integration, policy design, and cross-sector partnerships to reduce child poverty and expand economic mobility for children and families in Dallas. CPAL operates as an R&D partner for local governments, colleges, funders, and community organizations, focusing on interconnected priority areas — benefits delivery, maternal health, housing, safety and criminal justice — and on strengthening neighborhoods, early development, and economic connectedness. The organization produces applied research and needs assessments, pilots data-driven interventions with public systems and institutions, and coordinates multi‑partner initiatives to move measurable systems change at city and regional scale.

Notable achievements

2025 Rental Housing Needs Assessment

Led and published a city-level rental housing assessment that established a shared fact base on rental affordability and supply for Dallas, documenting a large shortage of units affordable to very low-income households and sharp declines in units priced under $1,000 per month.

North Texas Maternal Health Accelerator

Helped convene regional partners and philanthropic funders in support of a maternal health initiative that secured a multi-million-dollar philanthropic commitment to address maternal morbidity, preterm birth, and to develop outcome-focused funding models.

Data partnership with Dallas College

Supported Dallas College to identify and connect thousands of student parents to benefits and support services, enabling targeted outreach to a population of student parents and their children and improving pathways to educational completion and stability.
