About Human Trafficking Institute
The Human Trafficking Institute (HTI) is a Dallas-based 501(c)(3) nonprofit that works inside criminal justice systems to stop traffickers by building law enforcement and prosecutorial capacity. HTI’s model emphasizes embedded experts, practical trainings, mentorship, and evidence-based tools so that arrests and prosecutions increase and trafficking prevalence falls. HTI also produces the annual Federal Human Trafficking Report — a unique national dataset and interactive research platform built from every federal human trafficking prosecution — and operates programs internationally (notably Uganda and Kenya) and domestically (including a multi-county Texas initiative launched in 2025).
Notable achievements
HTI Texas launch — training and mentorship
In HTI’s first year in Texas (launched 2025) the organization delivered 54 trainings to 635 practitioners across five partner counties, including 528 police officers and 75 prosecutors, and provided ongoing mentorship and case consultation to 28 agencies to strengthen investigations and prosecutions.
Federal Human Trafficking Report
HTI publishes the annual Federal Human Trafficking Report, the only organization compiling case-level data from every federal human trafficking prosecution since the Trafficking Victims Protection Act (2000), and provides interactive data tools for justice-sector practitioners and researchers.
Sustained capacity building in Belize and Uganda
HTI’s multi-year programs in Belize and Uganda produced durable system changes — in Belize HTI trained over 1,600 officials, helped establish a specialized trafficking unit and supported improvements that contributed to two upgrades in Belize’s U.S. TIP ranking; in Uganda HTI’s long-term mentorship dramatically increased prosecutions relative to global averages.
