GCLC's mission is to develop leaders in institutions who act on their faith and democratic values in the public sphere. GCLC was formed to give a voice to people who are usually not included in the major decisions affecting their lives; its approach is to train people to advocate for themselves rather than advocate on their behalf.
About GULF COAST LEADERSHIP COUNCIL INC
The Gulf Coast Leadership Council (GCLC) is a Houston-based 501(c)(3) organization that trains and develops leaders in faith and community institutions to organize around public issues affecting families and neighborhoods. Founded as the Houston Interfaith Sponsoring Committee, GCLC has a multi-decade track record of institution-based organizing and policy wins, and it works primarily through leadership teams, house-meeting campaigns, research actions, and evaluation. In the last 2–3 years GCLC has remained active in civic education, public-health access, and environmental justice campaigns. Recent activity includes hosting “Know Your Rights” civic academies (2024) that drew hundreds of congregational and community leaders, organizing healthcare and vaccination outreach in underserved neighborhoods (2021–2024), and partnering with allied organizing networks to press local and regional decision-makers on hospital investment, air-quality permits, and other infrastructure issues.

Historic policy and infrastructure wins
Leaders trained by GCLC (formerly HISC) have secured major local victories over decades — including railroad overpasses and drainage improvements, pioneering flood-related development regulations, creation of community-oriented policing models, school-based clinics, after-school programs, and a reported multi-million-dollar reduction in electricity costs for affected communities.
2024 Know Your Rights civic academies
In response to state policy changes, GCLC organized a series of civic 'Know Your Rights' academies in 2024 that educated and trained over 300 congregational and community leaders with legal briefings, Q&A, and family-focused 'security toolkit' preparation.
COVID-19 and vaccination outreach
During 2021–2022 GCLC-led efforts knocked on thousands of doors, engaged thousands of households in low-vaccination neighborhoods, and helped organize vaccination events that delivered hundreds of vaccines to underserved communities across Harris, Jefferson and Brazoria counties.
