About PUBLIC EDUCATION & BUSINESS COALITION

PEBC (Public Education & Business Coalition) is a Denver-based nonprofit founded in 1983 that prepares new teachers, supports practicing educators and school leaders, and convenes business and community partners to strengthen K–12 teaching and learning. The organization operates teacher preparation pathways (the PEBC Teacher Residency), professional learning Institutes and Lab Classrooms, and provides policy expertise aimed at improving educator recruitment, retention, and instructional practice. PEBC works locally across Colorado and nationally with districts, universities, foundations, and state agencies. In recent years PEBC has co-facilitated statewide coalitions and initiatives (including the 2023–24 Colorado Safer Schools Initiative), advanced legislation and policy to expand teacher residency models, and continued to deliver intensive professional learning and residency placements in urban, suburban and rural districts.

Notable achievements

Established Residency-based Teacher Preparation

Operates the PEBC Teacher Residency (formerly the Colorado Boettcher Teacher Residency), a multi-year apprenticeship model that combines coursework and sustained clinical experience; the program has placed residents in urban and rural Colorado districts and is credited with strong early-career retention of graduates.

Influential Publications & Instructional Frameworks

PEBC staff authored prominent professional resources, including the widely used instructional publication Mosaic of Thought (staff authorship historically) and the 2020 Teaching Framework published as Phenomenal Teaching, which underpin the organization’s professional learning and lab classroom model.

Policy & System-Level Impact

PEBC has convened and co-facilitated statewide coalitions (for example on early childhood workforce and school safety) and has supported state and federal policy efforts to expand teacher residency programs and strengthen educator pipelines.
