The Empowerment Program, Inc. is a Denver‑based 501(c)(3) nonprofit (EIN 74‑2377531) founded in the mid‑1980s that centers services for cis and transgender women and gender‑diverse people who have experienced homelessness, substance use, HIV, and/or involvement with the criminal legal system.

The organization operates integrated public‑health programs — including trauma‑informed mental health and substance‑use treatment, HIV/HCV/STI prevention and care, harm‑reduction services, re‑entry and employment supports — and reports supporting thousands of participants each year through direct services, outreach and housing supports.

In recent years the organization has reported supporting roughly 3,000 participants annually through health programming, providing housing assistance to several hundred people and delivering thousands of treatment, education and employment contacts each year, demonstrating substantial community reach.

Implementation and continuation of WAGEES re‑entry program

Successfully operates a Colorado Department of Corrections‑funded WAGEES program offering comprehensive re‑entry case management, transitional housing (Mariposa House), peer supports and employment/career training incentives to reduce recidivism.

Broad harm‑reduction and HIV care integration

Expanded integrated services that combine HIV/HCV/STI testing and linkage, PrEP navigation, Narcan distribution and sharps disposal with behavioral health and case management to meet participants’ overlapping health needs.
