About HAS DEVELOPMENT CORPORATION

HAS Development Corporation (HASDC) is a Texas-based 501(c)(3) nonprofit formed to support the Houston Airport System by promoting airport-related commerce, infrastructure investment, and workforce development. The organization provides airport development, concession and public–private partnership advisory services, operations and technical assistance, and commercial/financial planning for airports domestically and across Central and South America. In recent years HASDC has remained active both as an advisor/operator in airport concession and privatization projects and as a local grant-maker: it has reported multi‑million dollar annual revenues and investment income on its public Form 990 filings and has used internally generated funds to support aerospace education (San Jacinto College Edge Center), early phases of the Houston Spaceport, and facility enhancements at Houston airports (including an interfaith chapel renovation). Governance is led by an experienced executive team and a board with ties to the Houston Airport System and the aviation sector, while HASDC emphasizes sustainability and community benefits in its project engagements.

Notable achievements

International airport development and concessions

HASDC has played a substantive advisory and operating role in airport privatizations, concession agreements, and PPPs in Latin America and the Caribbean, contributing to major projects (examples include work associated with airports in Quito, San José, Liberia and San Pedro Sula) and helping unlock commercial value for airport stakeholders.

Support for aerospace education

Provided funding to develop the San Jacinto College Edge Center and other aerospace training pathways to strengthen the local aerospace workforce and create education-to-career pipelines in Houston.

Local infrastructure and passenger‑experience grants

Financed early development of the Houston Spaceport and supported passenger‑facing improvements at Houston airports, including a renovation of an interfaith chapel, demonstrating targeted community investments funded from HASDC’s own revenues.
