The White Rock Lake Foundation brings together and maximizes community resources to preserve, restore, and enhance White Rock Lake Park. The foundation partners with the City of Dallas and the Dallas Park and Recreation Department to support implementation of the White Rock Lake Master Plan.

About WHITE ROCK LAKE FOUNDATION

The White Rock Lake Foundation is a Dallas-based, donor-facing 501(c)(3) nonprofit established in 1989 that advocates for and raises private funds for the preservation, restoration, and enhancement of White Rock Lake Park. It acts as a community steward for the lake, coordinating advocacy before the Dallas City Council and working closely with the Dallas Park and Recreation Department. Over more than three decades the foundation has raised substantial private funds and organized recurring public events (an annual golf tournament and the Jewel of Dallas Gala) to support capital projects, signage, trail and shoreline improvements, shade structures, and historic-site restorations around White Rock Lake. Recent activity includes targeted fundraising and payments to the City of Dallas to begin restoration work at Winfrey Point (early 2023) and continued event-based fundraising through 2024–2025.

Notable achievements

Winfrey Point restoration funding

Committed and transferred $151,000 toward restoration of the historic Winfrey Point event venue (January 2023) and continued fundraising with a city matching program to expand the total project funding.

Led successful dredging bond campaign

Played a leading advocacy role that resulted in the placement and voter approval of an $18 million bond for dredging White Rock Lake (bond approved in May 1995), a major long-term restoration milestone for the lake.

Long-term capital and park improvements

Over 30+ years raised private funds for numerous on-the-ground projects—entrance and portal signage, stone abutments and monument refurbishment, new trails and parking improvements, shade structures at Winfrey Point ball fields, directional trail signage, and funding toward playgrounds and shoreline enhancements.
