DOWNWINDERS AT RISK EDUCATION FUND
Downwinders at Risk Education Fund is dedicated to taking effective action on behalf of those being harmed by air pollution. Our goal is to build a strong grassroots constituency and create new strategies for clean air in North Texas. We do this by informing, connecting, and mobilizing citizens to become active participants in the decision-making that affects the air we breathe. In doing so, we improve both the quality of our air and the quality of our democracy.
About DOWNWINDERS AT RISK EDUCATION FUND
Downwinders at Risk Education Fund is a Dallas-based environmental justice nonprofit founded in 1994 that organizes, educates, and litigates to reduce air pollution and protect frontline communities in North Texas. The organization combines grassroots organizing, policy advocacy, and community science — including a region-wide network of low-cost air monitors — to document pollution burdens and press for regulatory and local changes. In recent years Downwinders has expanded its citizen-science work (SharedAirDFW), changed executive leadership (new executive director in 2024), and participated in regional and national advocacy and litigation to defend community-driven air quality programs.
Notable achievements
SharedAirDFW regional monitoring network
Co-launched and helped deploy the SharedAirDFW network of calibrated, low-cost air monitors across the Dallas–Fort Worth region to provide hyperlocal, real-time particulate matter and air-quality data to residents, researchers, and decision-makers.
Major research and grant partnerships
Partnered with universities and funders on applied research and community health projects, including participation in a Robert Wood Johnson Foundation-funded Joppa Environmental Health Project and winning major awards to expand hyperlocal monitoring in frontline communities.
Policy and legal impact
Sustained campaigns and coalition actions that combine community organizing and legal strategies — including joining a multi-party 2025 lawsuit defending federal environmental justice grant programs — to hold regulators and polluters accountable and protect at-risk neighborhoods.
