CHILDREN AT RISK (C@R) is a nonpartisan, donor-facing 501(c)(3) research and advocacy organization founded in 1989 and headquartered in Houston, Texas (EIN: 76-0360533). It uses data-driven research, policy analysis, community education, coalition-building, and legislative advocacy to improve outcomes for Texas children across education, early childhood, health and nutrition, immigrant children, and efforts to end child trafficking. Annual Texas School Rankings
Maintains and publishes the long-running Texas School Rankings (most recently the 2024–2025 statewide and regional rankings), a widely used dataset and report that grades thousands of public schools to inform families, community leaders, and policymakers and to highlight high-performing, high-poverty "Gold Ribbon" campuses.
2026 Child Care Deserts Analysis
Released the 2026 statewide Child Care Deserts analysis and press conference introducing the "Chronic Child Care Deserts" measure; the report documented substantial gaps in subsidized and quality child care access for low-income working families and informed statewide advocacy and policy recommendations.
Expanded Early Childhood & Collaborative Initiatives
Expanded statewide early childhood work through the Early Learning Quality Network, participation in the Prenatal-to-Three collaborative, and multi-year philanthropic support enabling targeted research, convenings, and policy advocacy to strengthen access to quality early education across Texas.
