About RESIDENTIAL YOUTH SERVICES & EMPOWERMENT

Residential Youth Services & Empowerment (RYSE) is a 501(c)(3) nonprofit based in Honolulu (operating its primary access center and shelter in Kailua) that serves youth and young adults up to age 24 who are experiencing homelessness or housing instability. RYSE operates a drop‑in access center, emergency shelter, transitional housing supports, behavioral health and case management, and education/employment services designed for street‑connected youth. Since opening its doors in June 2018 as Hawai‘i’s first comprehensive youth access and residential program of its kind, RYSE has expanded clinical, outreach, and housing services through partnerships with local and federal funders and by participating in coordinated systems such as the Continuum of Care and Hawaii Youth Services Network. In recent annual reporting RYSE documented expanded behavioral health activity and continued development of mobile crisis/street outreach and housing programs to reach justice‑involved and unhoused youth across Oʻahu.

Notable achievements

Opened Hawai‘i’s first comprehensive youth access and residential center (2018)

RYSE launched in June 2018 as a combined drop‑in access center and residential support program focused on youth up to age 24, offering shelter, case management, and connections to housing and employment resources.

Expanded behavioral health services

In recent reporting RYSE provided intensive behavioral health support, delivering over 2,000 counseling sessions that served more than 100 unduplicated youth, reinforcing trauma‑informed clinical care and group programming.

Developed mobile crisis and street outreach capacity

RYSE implemented a mobile crisis / street outreach program and secured public grants and partnerships to extend outreach, rapid assessment, and short‑term stabilization services to youth across Oʻahu.
