About Transform Hawaii Government
Transform Hawaii Government (THG) is a Honolulu-based 501(c)(3) nonprofit that partners with Hawaii state government to accelerate modernization of business processes, data practices, and information technology so public services are more efficient, accessible, and people-centered. THG provides education, advocacy, grants, and advisory support — convening experts, sponsoring leadership and workforce programs, and formalizing partnerships (MOUs) with state agencies to support major projects such as the Enterprise Financial System (EFS) modernization and statewide data governance efforts. In the past 2–3 years THG has been actively engaged in public-facing summits, media outreach, and direct advisory roles with the State to advance digital transformation and workforce capacity building.
Notable achievements
Enterprise Financial System (EFS) support
Played an ongoing advisory and funding role in the state’s Enterprise Financial System modernization, including formalizing a Memorandum of Understanding with the State in 2024 to support EFS planning, organizational change management, and executive engagement.
Built statewide modernization infrastructure
Helped create the state Office on Information Management & Technology (now Office of Enterprise Technology Services), advocated for and helped fund the state’s first Chief Information Officer position, and advanced the establishment of a Chief Data Officer (position filled October 2023).
Public convenings and workforce development
Sponsored and moderated the Hawaii Digital Government Summit (2023–2025), supported Prosci change-management training and certification for state employees, and co-designed an IT Leadership Program for state IT leaders in collaboration with government and private-sector partners.
