About The Early Childhood Partnership of Adams County

The Early Childhood Partnership of Adams County (ECPAC) is the county’s early childhood council and collective-impact network that coordinates partners across early learning, health/mental health, and family supports to improve equitable access to high-quality services for children birth through age five and their families.

ECPAC combines systems-building and policy work with direct services: they lead partnership-driven policy and systems change while offering coaching, quality-improvement supports, mental-health consultation, workforce/career navigation, and family resource navigation.

In recent years ECPAC has supported the local rollout of Colorado’s Universal Preschool (UPK) through the Adams County coordinating partnership, published a new strategic plan for 2024–2027, and continued to expand professional development, family engagement, and program-quality services across the county.

Notable achievements

Local coordinating role for UPK

Played a central role in Adams County’s Local Coordinating Organization (LCO) partnership to plan and implement Colorado’s Universal Preschool rollout beginning in 2023, helping align providers, districts, and family outreach.

Strategic expansion (2024–2027)

Adopted a 2024–2027 strategic plan to focus on equity-driven systems building, workforce development, and measurable indicators for child and family outcomes.

Sustained partnership network

Maintained a broad collective-impact partnership of community organizations, family partners, and local government that supports countywide coordination of early learning, health, and family support services.
