About DOWNTOWN ACTION ORGANIZATION INCORPORATED

Downtown Action Organization Incorporated (DAO) is a 501(c)(3) nonprofit that serves as the management organization for the Downtown Santa Rosa Community Benefit District. It coordinates street-level services, beautification, business support, and public events to promote a safe, attractive, and economically viable downtown.

Born from community organizing in 2017 and granted tax-exempt status in 2019, DAO is governed by a board (up to 15 directors) and funded primarily through district property assessments, city contracts, and other contributions. The organization oversees contracted on-street teams and partners with the City of Santa Rosa and local stakeholders on priorities such as cleanliness, graffiti abatement, landscaping, outreach to unsheltered individuals, placemaking pilots, and storefront activation strategies.

Established downtown CBD management

Serves as the formal nonprofit management organization for the Downtown Santa Rosa Community Benefit District, representing property and business owners across the district and coordinating maintenance, services, and marketing for the downtown core.

Expanded street-level services (on-street team)

Operates and/or contracts a visible street-level team that delivers daily clean-and-safe services; in recent reporting years the team recorded thousands of service actions (trash sweeps, graffiti removals, landscaping tasks, bulk-item removals, quality-of-life checks and business visits), materially improving public-space conditions.

Placemaking and special projects

Funded and launched targeted placemaking projects and activations—examples include a Rosie the Trolley pilot, new planters and banners in Courthouse Square that DAO now maintains, and upgraded lighting in the Redwoods—designed to make downtown more welcoming and family-friendly.
