About LINK Houston
LINK Houston is a Houston-based 501(c)(3) advocacy organization founded in 2017 (IRS ruling 2018) that advances equitable, multimodal transportation policy and planning. The organization combines community organizing, policy research, and coalition-building to improve walking, rolling, biking, and transit access—with particular focus on neighborhoods historically underserved by transportation investments.
In the last 2–3 years LINK Houston has published signature research (Equity in Transit 2024/2025), scaled its Community Action Network to organize residents across neighborhoods, and played a central role in coalition advocacy and civil-rights actions related to major highway projects that affect low-income and communities of color. LINK Houston engages residents directly in public comment, budget advocacy, and local planning processes to protect communities from displacement and to expand access to jobs, housing, and services through better transportation choices.
Notable achievements
Title VI coalition action and FHWA outcome
Co-led a multi-organization Title VI civil-rights complaint challenging the proposed I-45 North Houston Highway project; the complaint prompted federal review and a Voluntary Resolution Agreement with TxDOT in 2023, shaping mitigation and review commitments for the project.
Equity in Transit flagship research
Published the Equity in Transit report (2024/2025 edition), producing data-driven analysis and policy recommendations on transit service frequency, on-time performance, and equity impacts to inform local transit and planning decisions.
Community Action Network (CAN)
Built and launched the Community Action Network to train and mobilize residents for budget advocacy, public comment campaigns, and neighborhood-level outreach on bus, rail, and pedestrian infrastructure.
