The mission of the Saint Paul Downtown Alliance is to create and maintain a vibrant, economically successful, safe, and attractive downtown that benefits the entire city and region by: recruiting new employers; attracting new investments; creating positive downtown experiences.

About SAINT PAUL DOWNTOWN ALLIANCE

The Saint Paul Downtown Alliance (SPDA) is a nonprofit coalition of civic, business, public-sector and community stakeholders focused on strengthening downtown Saint Paul’s economic vitality, safety, cleanliness and public life. The Alliance operates as an umbrella organization for related initiatives including the Saint Paul Downtown Improvement District (SPDID) and the Saint Paul Downtown Development Corporation, and coordinates marketing, events, development strategy, and place-management services. In recent years the organization has led a Downtown Investment Strategy, expanded safe & clean street services, activated vacant storefronts and parks with events and pop-ups, and worked with city, county and philanthropic partners to attract private and public investment into downtown redevelopment and affordable housing efforts.

Notable achievements

Established and operationalized the Saint Paul Downtown Improvement District (SPDID)

The Alliance developed and manages SPDID street-level services, including a high-visibility Street Team, enhanced foot patrols, outreach coordination and a Safety Communications Center to streamline response between partners and improve downtown safety, cleanliness and visitor assistance.

Launched a Downtown Investment Strategy

SPDA convened public and private partners to create a coordinated Downtown Investment Strategy aimed at increasing residential and job density, catalyzing redevelopment, and directing capital and policy support for projects (including affordable housing and public realm improvements).

Placemaking, events and small-business activation

The Alliance has delivered year-round marketing and events (including Saint Paulidays, Food Truck Wednesdays, Streets of Summer and pop-ups at Central Station) and operated the Grow Downtown storefront activation program to fill empty retail space with local entrepreneurs and artists.
