About WAIKIKI TRANSPORTATION MANAGEMENT SPECIAL IMPROVEMENT DISTRICT ASSN

The Waikīkī Transportation Management Special Improvement District Association (WTMA / WTMASID) is a district-level nonprofit program managed under the Waikīkī Improvement Association that plans and executes curb-management, staging, and traffic-mitigation projects in the one-square-mile Waikīkī special district. It operates as the implementing organization for the TMSID (Transportation Management Special Improvement District) program and coordinates closely with the City & County of Honolulu Department of Transportation Services, Honolulu Police Department, neighborhood boards and local businesses. The organization is an active, donor-facing special-district association with a public web presence and recent Form 990 filings associated with EIN 83-1081974; third‑party tax-filing databases and Honolulu city records reflect that EIN and link the WTMA to WIA-managed operations. In recent years WTMA has focused on curb-loading enforcement, bus and tour-vehicle staging solutions, and coordination of major street and beach-adjacent infrastructure projects to reduce congestion and improve safety.

Notable achievements

Centennial Park bus/tour staging area

Led planning and secured funding support in 2025 to establish a dedicated vehicle staging area adjacent to Centennial Park to accommodate large passenger vehicles and reduce circling/loitering in core Waikīkī streets.

Curb-loading management & TMSID enforcement

Designed and implemented a multi-part curb-loading management program (education, communications, enforcement, regulatory recommendations and demonstration projects) to address permit abuse and loading-zone compliance across identified 'hot spots' in Waikīkī.

Operational partnership with city agencies

Negotiated and executed operational agreements and joint coordination with Honolulu DTS, DPR and HPD for staging, enforcement, and traffic mitigation during major corridor and reconstruction projects (including Kalia Road coordination and Kūhiō Avenue/BRT work).
