About HOUSTON COMMUNITY LAND TRUST
Houston Community Land Trust (HCLT) is a Houston-based 501(c)(3) nonprofit founded in 2018 that uses the community land trust model to preserve long-term affordability. HCLT owns land in trust and sells or places improvements on that land to limited-income households under stewardship and a long-term ground lease so affordability remains for future buyers. HCLT operates the City-funded Homebuyer Choice Program and partners with municipal entities (including the Houston Land Bank and City of Houston) and nonprofit developers to deploy subsidies and stewardship. The organization provides buyer education, eligibility screening, ground-lease stewardship, and ongoing support to maintain homeownership stability for low-income households in neighborhoods across Houston.
Notable achievements
Secured $5M private grant (MacKenzie Scott)
In October 2023 HCLT received a $5 million unrestricted grant that materially expanded its capacity to pilot new affordable-housing approaches, scale programmatic work, and explore multi-family and small-footprint housing pilots to broaden permanently affordable housing options in Houston.
Municipal seed and operating funding
HCLT secured City of Houston support (initial $1M startup plus an additional $1M in operating/TIRZ funds and subsequent City program allocations) that enabled the launch and ongoing operation of the Homebuyer Choice Program and close partnership with the Houston Land Bank to convert land and new homes into permanently affordable units.
Helped dozens of households achieve homeownership
Through coordinated programs with the City and Houston Land Bank, HCLT has directly facilitated home purchases for dozens of limited-income families (at least 86 homebuyers reported in November 2022) and continues to steward a growing portfolio of permanently affordable homes.
