San Francisco Housing Action Coalition

The San Francisco Housing Action Coalition (HAC) is a member-supported nonprofit that channels the experience of the housing industry into education, project support, and policy advocacy to increase housing production and affordability across California. The organization operates both a 501(c)(3) educational arm (tax ID: 83-1881525) and a 501(c)(4) advocacy arm. HAC runs a project review and endorsement program, coordinates advocacy campaigns for endorsed projects, offers member education and events (including the annual Housing Heroes awards), and engages directly with local and state policymakers to advance pro-housing legislation. Its membership spans developers, architects, labor, lenders, nonprofits, neighborhood groups, and employers, enabling multi-disciplinary advocacy and local project support. In recent years HAC has documented measurable activity: producing annual impact reports, endorsing major transit-oriented and mixed-use projects, expanding statewide operations (including hiring a Southern California director in 2025), and actively supporting statewide policy reforms in 2025 that materially changed CEQA implementation and land-use rules.
