About Sonoma Applied Village Services
Sonoma Applied Village Services (SAVS) is a Santa Rosa–based 501(c)(3) nonprofit formed to develop and operate co‑managed tiny villages, sanctioned RV parks, and safe‑parking programs that deliver basic services and a pathway into permanent housing for people experiencing homelessness in Sonoma County. SAVS works with residents, local governments, and partner agencies to provide on‑site case management, hygiene and sanitation services, meals, outreach, and coordinated entry support. In recent years the organization has operated temporary RV/safe‑parking sites, conducted daily street outreach, and partnered with county and municipal programs to place people into housing or shelter.
Notable achievements
Operated Horizon Shine RV/Safe‑Parking Village
Implemented and managed a sanctioned RV/safe‑parking site in Sebastopol that provided basic utilities, sanitation, security, and on‑site case management, sheltering roughly 25–30 people at a time and offering a stepping stone toward permanent housing.
Secured Significant Local Continuum of Care Funding
Received substantial Continuum of Care and local government support to stand up sheltering and outreach operations (including six‑figure local funding allocations used to support shelter village operations and services).
Launched Street Outreach Partnership
Partnered with other regional providers to launch an expanded street outreach program that connects unsheltered individuals daily with housing resources, coordinated entry assessment, and survival services.
