Founded in 1944 and headquartered in Pueblo, the agency serves people across 29 counties in southern Colorado and operates with a broad focus on Prevention & Stabilization, Family Strengthening, and Opportunity Building.
Programs include early childhood and family-support services, immigration legal assistance and ESL/citizenship preparation, emergency assistance and housing stability supports, and workforce re-entry services.

Recent grant and emergency-response work
In 2024 the organization secured foundation grants to support program expansion and, in August 2025, provided caseworker support and direct assistance to families displaced by the Fenix Apartments fire as part of a multi-agency response.
