About COLORADO BEHAVIORAL HEALTHCARE COUNCIL
The Colorado Behavioral Healthcare Council (CBHC) is the statewide membership association for Colorado’s nonprofit safety-net community providers of mental health and substance use disorder treatment services. Founded in 1967, CBHC represents community behavioral health centers, specialty clinics, managed service organizations, and behavioral health organizations across the state. CBHC advances system capacity through policy advocacy, statewide training and programs (including Mental Health First Aid Colorado), convenings such as its annual behavioral health conference, and member services. The council also collects and shares system-level data and messaging to support funding stability and improved access to community-based crisis and treatment services; CBHC reports that community behavioral health providers served more than 300,000 Coloradans in 2022 and that Colorado invests roughly $500 million annually in the safety-net system.

Large statewide service reach
CBHC represents community behavioral health providers that reported serving more than 300,000 Coloradans in 2022, including people with serious mental illness, children with severe emotional disturbances, people experiencing homelessness, and those with co-occurring substance use disorders.
Advocacy for safety-net stabilization
CBHC led and organized provider advocacy to inform policymakers and supported legislative and funding efforts to stabilize Colorado’s behavioral health safety net, including work related to state-level initiatives such as the Safety Net Provider Stabilization efforts (SB25-290) to address gaps created by changes in Medicaid eligibility and uncompensated care.
Statewide program expansion and member growth
CBHC expanded its statewide programs and partnerships (including Mental Health First Aid Colorado) and grew its membership in recent years, while actively supporting Colorado’s selection and rollout of the Certified Community Behavioral Health Clinic (CCBHC) Medicaid demonstration model.
