Boulder Housing Coalition (BHC) is dedicated to creating permanently affordable, community-enhancing, cooperative housing for the people of Colorado’s Front Range.
About BOULDER HOUSING COALITION
Boulder Housing Coalition is a registered 501(c)(3) community housing developer that creates and preserves permanently affordable cooperative housing. BHC owns and manages multiple permanently affordable rental cooperatives serving roughly 60–70 low-income residents and, in 2025, expanded its model by opening The People’s Mansion, its first cooperative project in Denver.
Residents govern their houses through consensus-based decision-making and stewardships; BHC provides trainings, ongoing mediation support, income-qualified tenancy structures and sustainability upgrades (solar arrays, gardens). In the last 2–3 years BHC has run year-end fundraising campaigns, hosted an annual fundraiser/silent auction (2023) and advanced the Denver project to bring its cooperative model beyond Boulder.
Notable achievements
Permanently affordable co-ops established
Created and operates multiple permanently affordable rental cooperatives serving approximately 60–70 residents, protected by legal covenants and managed to keep rents substantially below market rates.
Municipal ordinance advocacy
Participated in advocacy that contributed to Boulder’s 2017 Cooperative Housing Ordinance, a policy change that removed barriers and enabled cooperative housing development in the city.
Sustainability implementations
Installed solar arrays and cultivated productive gardens at several houses, reducing energy costs and providing seasonal food supports for residents.
