About PARTNERS IN CARE

Partners In Care (PIC) is the Oʻahu Continuum of Care planning, coordinating, and advocacy coalition that brings together nonprofit homeless providers, government stakeholders, hospitals, housing developers, community advocates, and people with lived experience to develop and strengthen the island’s homeless response system. PIC operates and manages system-level functions for Oʻahu including the Coordinated Entry System (CES), the Homeless Management Information System (HMIS), a Landlord Engagement Program, and the Oʻahu Youth Action Board, and it serves as the community convener for CoC funding decisions and policy advocacy. The organization is the recognized lead for Oʻahu’s HUD Continuum of Care planning efforts and actively administers grant competitions, training, and capacity-building initiatives to rehouse and stabilize people experiencing homelessness.

Notable achievements

HUD YHDP Award

Led Oʻahu’s Youth Homelessness Demonstration Program planning and implementation after receiving a HUD YHDP allocation (approximately $3.8M) to develop and expand coordinated services for youth experiencing homelessness.

Landlord Engagement Housing Outcomes

Operates a City-contracted Landlord Engagement Program that, by the close of FY2023 (reported through October 31, 2024), helped house more than 850 households (over 2,000 individuals) by linking households to willing landlords and providing tenant/landlord support.

HMIS & System Capacity Building

Administers HMIS and CES functions for Oʻahu, including training and monitoring hundreds of HMIS users and supporting data-driven Coordinated Entry assessments, performance reporting, and program compliance across the Continuum of Care.
