About HAWAIIAN LENDING & INVESTMENTS
Hawaiian Lending & Investments (HLI) is a Native Community Development Financial Institution (CDFI) founded by the Sovereign Council of Hawaiian Homestead Associations to increase access to capital for Native Hawaiians and other underserved households on or near Hawaiian Home Lands. It was established in 2020 and operates statewide across the Hawaiian Home Lands, providing loans, pass-through grants, housing counseling, and financial education.
HLI provides consumer, home improvement and retention, mortgage support, homestead beneficiary association (HBA), agricultural (farm & ranch), and clean-energy lending, together with financial assessment and technical assistance. The organization is governed by a statewide board with representation from multiple islands and maintains physical offices and satellite access to serve Oʻahu, Kauaʻi, Maui/Molokaʻi and Hawaiʻi Island.
In recent years HLI achieved U.S. Treasury CDFI certification (2024), expanded its capital base and program plans (including equity capital and state support for a Clean Energy Community Impact Project), and shows growing scale on its Form 990 filings (2024 revenue and asset growth consistent with expanding lending and program delivery).
Notable achievements
U.S. Treasury CDFI certification (2024)
Achieved formal certification as a Community Development Financial Institution in 2024 and, as part of that period, secured new equity capital to expand lending and program operations.
State Act 310 Clean Energy award (2025)
Awarded state nonprofit emergency funding to operate a Clean Energy Community Impact Project that will deploy capital and grants for energy-efficiency and photovoltaic projects for low- and moderate-income households across Hawaiian Home Lands.
Native CDFI Seed Capital Award (2023)
Recipient of a 2023 Native CDFI Seed Capital Award to develop products and services supporting food-sovereignty and agricultural capacity for Native Hawaiian farmers and ranchers on trust lands.
