About Economic Mobility Center

The Economic Mobility Center (EMC) is a Dallas-based nonprofit that coordinates regional partnerships across K–12, higher education, workforce, philanthropy, and employers to expand college access and career-aligned credentials. EMC manages and powers large-scale initiatives—most prominently the Dallas County Promise—that align student supports, data systems, and employer engagement to improve credential attainment and living-wage outcomes. In recent years EMC has scaled its Dallas County Promise work and supported measurable gains in county-level outcomes: Dallas County’s young-adult living-wage attainment increased from 25.9% in 2017 to 31.9% in 2023. EMC also serves as a convener and technical partner for county and regional leaders, and has grown through major philanthropic investments announced in 2024–2025 that fund expanded student supports and transfer-success efforts.

Regional manager of Dallas County Promise

Operates and coordinates the Dallas County Promise coalition—bringing together school districts, Dallas College, higher-education partners, employers and community partners—to increase postsecondary enrollment and credentials for Dallas County students.

Measurable improvement in living-wage attainment

Contributed to county-level progress: living-wage attainment among Dallas County young adults (ages 25–34) rose from 25.9% (2017 baseline) to 31.9% in 2023, reflecting programmatic alignment of education and workforce pathways.
