About COALITION ON HOMELESSNESS

Founded in 1987, the Coalition on Homelessness (San Francisco) is a 501(c)(3) community organizing and advocacy organization that centers currently and formerly unhoused San Franciscans to pursue permanent solutions to homelessness. The organization combines street outreach, leadership development, research, policy advocacy, and legal action to defend the rights of people living on the streets and to expand housing, prevention, and behavioral-health resources. In recent years the Coalition has driven policy and program wins in San Francisco — including coordinated-entry reforms, preservation and expansion of housing subsidies and prevention funds, legal victories limiting unlawful encampment sweeps and vehicle towing of unhoused people, and direct campaigns that helped save the Oasis family shelter. The organization also publishes the Street Sheet, a long-running street newspaper distributed by vendors.

Notable achievements

Protected family and youth housing funding

Led campaigns that preserved approximately $60 million in city housing funds during budget fights and helped secure new prevention and subsidy allocations (including multi-hundred-unit subsidy expansions and emergency hotel vouchers) to keep hundreds of households housed or sheltered.

Legal victories halting harmful enforcement

Secured injunctions and court wins that constrained the City’s encampment sweep practices and prevented poverty towing of vehicles, protecting people’s belongings and reducing forced displacement on the streets.

Saved Oasis Family Shelter

Organized families and partners to prevent closure of the Oasis Inn, enabling the City’s permanent acquisition and continued operation of the shelter to serve dozens of homeless families.
