HDRC provides legal advocacy, systemic advocacy, outreach, education, and resource materials to protect the rights of people with disabilities across areas such as education, employment, housing, health care, and voting.
HDRC has operated as a nonprofit P&A organization since the 1970s and accepts individual casework prioritized by annual client-service priorities; it also engages in policy advocacy, administrative advocacy, and strategic litigation when necessary.
