About HAWAII PRIMARY CARE ASSOCIATION
Hawaiʻi Primary Care Association (HPCA) serves as the state Primary Care Association for Hawaiʻi, providing advocacy, training, technical assistance, and shared infrastructure to the network of Federally Qualified Health Centers (FQHCs) across the islands. HPCA supports member health centers in operational capacity, workforce development, care delivery transformation, data and quality improvement, and public policy—helping a statewide network of clinics deliver primary care regardless of patients’ ability to pay. The organization reports supporting more than a dozen health centers and reaching over 150,000 residents annually. In recent years HPCA has expanded programmatic activity through initiatives such as the Hana Kīhāpai enterprise (an umbrella hub for prevention and shared services), workforce and UDS training, and published guidance on models connecting health care and housing (a medical respite model published in 2025). HPCA also regularly provides testimony and policy analysis to Hawaiʻi’s legislature and partners with federal agencies on HRSA‑funded efforts.
Notable achievements
Statewide FQHC Network Support
Provides technical assistance, data services, and operational support to Hawaiʻi’s network of Federally Qualified Health Centers, helping sustain 14+ centers that collectively serve over 150,000 patients annually.
Launched Hana Kīhāpai enterprise
Established Hana Kīhāpai as an administrative and program hub to scale diabetes prevention, Food Is Medicine, and shared‑infrastructure services for community health programs across the state.
Published Medical Respite Model (2025)
Developed and published a Hawaiʻi‑specific medical respite model to link health care delivery with housing supports for people experiencing homelessness and complex post‑acute needs.
